Nanning City Flood Prevention Early Warning Monitoring Information System

I.Project Introduction

The project is aimed at achieving following targets:

1.Establish three layers of flood early warning system for province, city and county.

2.Establish synchronized information sharing and action plan coordination scheme across departments of housing developments, urban management, meteorology, water conservancy, traffic, police and civil defence.

3.Set up well planned dispatch solution and emergency plan system for flood prevention.

4.Establish city-district flood prevention early warning monitoring information management platform and connected to the digital city management platform.

5.With all digital information management, realize functions like rainfall analysis, early warning, remote monitor and risk evaluation in order to improve the level of flood prevention and response.

The project includes construction of following infrastructure and subsystems:

1.Data standard protocol.

2.Data collection and categorization.

3.Underground pipeline networks WebGIS

4.Drainage and flood prevention online monitoring subsystem

5.Flood prevention emergency communication and control subsystem

6.Municipal services facilities maintenance subsystem

7.Drainage modeling and analysis subsystem

II. System Structure

The system structure of Nanning City Flood Prevention Early Warning Monitoring Information System takes the design of “Five layers across two systems”. The five layers refer to internet resources layer, data layer, application supporting layer, projects application layer and service layer while the two systems refer to safety ensurance system and standard enforcement system. Basically, data layer comprises basic geospatial data, underground pipeline networks data, rainfall early warning data, rainfall monitoring data, water level monitoring data, meteorology data, hydrology data, police surveillance camera data. On the hardware side, it includes all the front line data collection devices and back end servers.

III. Functionality

3.1 Underground pipeline WebGIS subsystem

Develop map operation, search and statistics, spatial measurement, spatial analysis, sharing service management, system management based on GIS. The system will also provide standard interface to all subsystems to fulfill usage needs from different departments with multiple users online.

3.1.1 Pipeline network design

The system provides comprehensive statistics based on pipeline length, material and joints type with output in charts, pie charts, bar charts, broken-line charts.

3.1.2 Spatial analysis

Generate cross section of pipeline at any selected points based on pipeline data to check on the spatial location relationship in between the pipelines. Also it could provide detailed information on each pipeline and selected points to show the depth and other detailed specification. All the data could be extracted as excel.

3.1.3 Layer management

Provide setting management on basic information of vector graphics, raster graphics WMS and WFS layers to manage whether the layer could be found, default setting, map display area and sequence of display.

3.2 Drainage flood prevention online monitoring subsystem

The system could be simplified as a system based on underground pipeline network geospatial information subsystem with data of real time monitoring from drainage flood prevention system feed in. It improves the digitization of online monitoring works to realize effective response of the monitoring and early warning and provide scientific evidence for judgement.

3.2.1 Police department video surveillance

The subsystem takes in real time video data from more than 8000 existing police department video cameras, 36 hydrology department video cameras, 10 city rivers and canals management departments camera and another 25 specially routed cameras for this project.

3.2.2 Analysis of meteorology data

Generate forecasted and actual rainfall contour plot or contour plane based on meteorological satellites data. The images will then be used to display on GIS maps.

3.2.3 Monitoring data from drainage water pumps stations and flood prevention pumps stations

With monitoring data feed in from pumps stations, including videos surveillance and water level and etc., display on GIS maps and provide statistics analysis.

3.2.4 Data collection from all monitoring devices

The system will collect all real time monitoring data from smart water level gauges, smart flow rate gauges, smart rainfall gauges and video surveillance. Also, the system can check the data of water level in underground wells, height under wells, length of sensor lines under wells and actual photo during installation.

3.2.5 Low-lying area monitoring

Based on the water level gauge on ground surface and in pipeline networks, auto-calculate the water level on the surface level. It would provide categorized display and early warning in WebGIS subsystems as well.

3.2.6 Developed wechat public account

To provide public access to monitoring data on all historical data, statistics result and early warning information through wechat public account.

3.2.7 Developed mobile application

Two versions for both Android and iOS systems to provide access of webGIS data, online monitoring data, early warning information and functions of uploading of actual site photos.

3.2.8 Warning setting and notification

The system can set up early warning condition and warning condition on every single sensor. Once the condition was met, it would be auto pushed to relevant personnel via sms, APP, wechat public accounts and etc.

3.3 Flood prevention emergency communication and control subsystem

Continuously improve urban drainage and flood prevention emergency communication planning system. By using internet, computing and multimedia technology, supported by GIS, data analysis system, information display system, realize collection and analysis of flood prevention data, judgement support for emergency command, organize of emergency resources, coordinate and manage the whole process.

3.3.1 Set up emergency plans database

Set up database of emergency plans including urban flood prevention emergency rescue plan, assembly points, life path, contacts, personnel in charge information for each district.

3.3.2 Flood prevention early warning

Meteorology department can release heavy rainfall early warning signal. Once flood prevention rescue command center receives the signal, the system will determine the scale and level of the rainfall and early warning and then notify relevant personnel.

3.3.3 Plan conduct

When emergency situation happens, system supports quick browsing over similar situation. It would be provided as reference information together with procedure, personnel allocation and arrangement based on GIS maps.

3.4 Municipal services facilities maintenance subsystem

The system targets to provide digital management over roads laying and road surface maintenance, improve management efficiency and sharing of urban roads data. This would ultimately realize urban management works move towards digitized network, standardized data, optimized resources, specified works and scientific judgement.

Online approval SOP of roads laying projects:

With online approval for roads laying projects, applicants can log in starting location, time and contacts information in the system and applied online. Once approved, system will be able to archive the projects and send notifications to projects contacts.

Online approval SOP of drainage and flood prevention analysis

Drainage modeling subsystem can provide comprehensive modeling with low-lying areas water level, rainfall system, under surface information, pump stations information, pipeline flow rate data based on Augur urban drainage modeling system (AGSWMM). This would be able to support online checking and approval of drainage projects.
