Hangzhou Smart Drainage Management System Project



I. Project Introduction

The project aims to set up a facility management system to control and manage all drainage related equipments and facilities in Hangzhou. In order to achieve this, these steps will be followed: 1. Survey and categorize all data on underground pipeline, pump stations, used water treatment plants into database. 2. Upgrade pump stations. 3. Utilize smart sensing equipments to realize rain, used water pipeline information display on geospatial information system for view, search, analysis and maintenance upgrade. 4. Real time monitor on pump stations and used water treatment plants.

The project comprises: overall system functionality design, construction of comprehensive monitor and early warning system, construction of general operation management system, construction of assisting analysis decision system, construction of mobile terminal management system, construction of pipeline condition evaluation system.

II. System Structure

Hangzhou smart drainage management system platform is under the City municipal service supervision center. It comprises 6 systems as following:

1. Facilities and equipments management system (basic information facility management, basic equipments information management, ground level geospatial information management).

2. Comprehensive monitor and early warning system (real time water level monitor, water quality monitor, pump station condition monitor, used water plants operation monitor, key area video surveillance, maintenance GPS positioning monitor and warning module maintenance).

3. General operation management system (pipeline management, routine maintenance management, engineering management, drainage users management, low-lying area management, manhole covers smart management, pollution sources dynamic management, knowledge management module).

4. Assisting analysis decision system

5. Mobile terminal management system

6. Comprehensive evaluation information system

III. Functionality

1.Facility management system

To realize full life cycle management of the drainage system, the system will need to manage all facilities and equipments related to drainage in Hangzhou, including basic condition and geospatial information on pipeline networks, pump stations, drain outlets, used water treatment plants, manhole covers.

1.1 Basic facilities information management

Realize basic information management on pipeline networks, pump stations, drain outlets, used water treatment plants, low-lying areas, manhole covers, categorize these facilities to add in functions of increment, reduction and change of facilities in the system.

Realize management by each governing level (city or district) and divide responsibilities among districts and departments.

Manage facilities digitally with texts, photos and videos and manage with multimedia data format.

Realize static display of all infrastructure with basic functions like zooming, panoramic view and roaming.

Setup navigation, centralized map and other supporting functions for viewing.

Provide GIS search and analysis function, the system needs to coordinately manage all drainage facilities and surrounding affiliates facilities with interactive information sharing. This will enable the system to show street view and provide information, early warning and analysis on projects that are still under construction.

1.2 Equipments information management

To realize real time update and management on equipments information of basic condition, specifications, location. The equipments are water pumps, water quality monitor gauge, flow rate gauge, cameras, GPS, manhole cover gauge and etc.

2. Comprehensive monitor and early warning system

2.1 Real time water level and water quality monitor

The monitor system will be connected to the drainage emergency system river water level data, low-lying area water level data, pump station water level and flow rate data in order to indicate the real time condition at each location for real time monitoring. By comparing with ground surface level and actual water level, the system will be able to provide early warning accurately and provide data analysis for low-lying areas. It could also monitor and analyse water quality at real time to provide information on quality changes.

2.2 Pump stations and used water plants operation monitor

The monitor system will be connected to video surveillance data, water level data, inlet and outlet flow rate and condition data at pump stations. With real time remote control of the pump stations, it will guarantee safe operation at pump stations.

With the system connected to video surveillance, water quality, water level, inlet and outlet flow rate and condition data at used water treatment plants, it would be able to provide real time remote monitor of the plants. It could also show the actual information on charts with accurate location of within the plants.

3. General operation management system

3.1 Pipeline network management

Checking detailed information of different pipelines with network map shown on GIS map.

Distinguish different width of the pipeline by line formats and colors to show the overall layout of each type of pipelines.

Shown by managerial level.

Provide checking and statistics functions by names, roads and districts.

Shown by construction time frame of current and future pipelines to display transition process.

3.2 Routine maintenance management

To conduct patrolling on routine maintenance of each district. If problems were found, upload the situation, current condition and photos via mobile terminal to realize real time feedback. This includes facility patrolling and inspection, mobile terminal reporting, evaluation on maintenance and conducting statistics on routine maintenance

3.3 Drainage users management

The system can provide following functions

User archive management

Key users routine patrolling and inspections plan management

Key users water quality checking management

Users water quality and amount inspection, checking and recording management

3.4 Low-lying area management

Low-lying area basic information dynamic management

Transition process display of all low-lying areas location in time frame on GIS map

Real time water level monitor on key low-lying area

Checking on drainage system condition by video surveillance of key low-lying areas

3.5 Manhole covers smart management

Wireless reporting when covers were tilted or dislocated

-Wireless reporting real time location of covers

3.6 Pollution sources dynamic management

Ensure connection and timely update between drainage users (pollution sources) and pipelines as well as outlets to rivers. Track users information and water conditions of all upstream users at each outlets. This is to provide proof at each pollution control cases.

4. Assisting analysis decision system

4.1 Pipelines analysis

The system will be able to conduct analysis based on the amount, length, material, years of production/laying, categorization, width, slope grade and depth.

4.2 Pump stations flow rate analysis

The system could track historical data, and compare flow rate conditions and changing trends in a time span of a month or a year and across different pump stations to grasp a full pictures of overall pump stations flow rate condition.

4.3 Water level analysis

By tracking the data collected at water outlets, pump stations, water gates, used water treatment plants monitoring points, rainfall monitoring points and water quality monitoring points, the system would be able to analyze the trend and movement against history.

4.4 Water quality analysis

By analyzing water quality historical record, different KPI at different monitoring points across same time span (month or year), system would be able to tell the overall water quality condition and whether certain standard was exceeded. The analysis could be combined with different time span comparison, same timing period comparison and other statistics methods. Also, in terms of display, the system can show different water quality in different colors in real time to indicate whether the quality standard was met.

4.5 Used water treatment plants analysis

By tracking and analyzing water level, flow rate, water quality historical record in the same time period, in a time span of months or years, the system would be able to indicate overall operation condition at used water treatment plants.

4.6 Pipeline smart analysis

The analysis covers flow direction, cross section analysis, vertical section analysis, slope grade, connectivity, explosion possibility, pollution source tracking, pollution following analysis, pipeline history comparison and reverse analysis.

5. Mobile terminal management system

By developing mobile app, Augur solution would be able to provide various functions including GIS mapping, pipeline network management, video surveillance, water level flow rate monitoring, water quality monitoring, water outlets monitoring, pump stations monitoring, used water treatment plants monitoring, vehicle fleet GPS monitoring, alarm, alarm follow-up, maintenance, patrolling, drainage customers management, low-lying areas management, smart manhole covers management and engineering management. This will realize mobile office concept and further improve productivity at each level.
